Quebec plans to charge an overconsumption rate for high residential consumers

Quebec Hydro indicated its plans to charge an overconsumption rate for its highest residential consumers if Regie De L'Energie approves. Homes that consume more than 50, 000 kWh in a year will be charged this amount by April 1, 2027, encouraging them to use energy more wisely.

“We believe that these customers should lead by example because they have more opportunities to act,” said the Hydro Quebec executive vice president of commercial activities about high residential consumers.

Hydro Quebec has a special consideration for low-income households. It will have measures to ensure that the low-level income households will not be charged the residential overconsumption rate.

Hydro Quebec is also planning on new incentives for Quebecers to use less energy. While only the top one percent of energy consumers would be targeted soon for higher electricity prices, Quebecers are encouraged to use electricity more efficiently.
